This is a fine photograph.

I'm sure the shot turned out just the way the artist intended.

Either that, or this picture was meant to capture a moment, and somebody, or more likely, some thing (the camera), forgot to turn on the lights.

Actually, there is a lot more information here than you may think. I'm using the Color Level tool in GIMP to enhance the information in this picture. Your own photo software should have similar features (it's just a matter of finding them). The demonstration below is a quick example of what can be done.
